Purchasing is a division of the Finance Department. We are located at City Hall, 291 N. Main Street, Porterville, CA 93257, around the corner from the utility payment windows. Our mission is to support the various City departments in the timely procurement of goods and services that “keep the wheels turning” in order that necessary City services are not disrupted. We strive to provide our customers with the highest quality and obtain maximum value for each dollar spent, thereby safeguarding the public trust. We do this by soliciting formal bids for purchases of goods and services, including public works construction projects, valued at more than $5,000, and informal quotes, when possible, for lesser procurements. Additionally, the City participates in cooperative procurements with other governmental agencies when cost savings can be achieved through volume purchases. Competition is key to the success of this process and is enhanced by constantly increasing our vendor pool.

For your convenience, we have partnered with Public Purchase, a web-based e-Procurement service. Using this service will make the quoting process easier for the City of Porterville and our suppliers. This system will also provide you with automatic notification and transmittal of bid solicitations to our vendors.
